- Before taking part in activity, which is carried out at the centre,
the member of a dormitory should stay in it the minimum 10–15 days is
desperate. This term is considered as the period of action the syndrome of
abstention.
- Use of any drugs and their substitutes (including tobacco and alcohol)
is not supposed.
- The sanctions are not permitted visiting the centre without reception preliminary on that.
- Within first two months the member of a dormitory has no the right freely to dispose of money.
- The member of a dormitory should not oppose to a complete search if it will is considered necessary a team of the instructors.
- In case of receipt of married couples, the spouses temporarily are divided so long as in it there will be a necessity; thus all efforts for prompt reunion of families are constantly applied.
- The internal organization of the instructors and professional workers
guarantees service 24 hours per day.
- Per the first 15 days the rehabilitating people is accompanied by the instructor the whole day.
- The professional and voluntary personnel guarantees freedom to each man
and respects his right on intimate feelings
- Harmonious and quiet conditions with supervision and control of observance
by all people of elementary rules of behaviour, polite and valid
attitude is provided to each man because he deserves it.
- All personnel of the centre is ready to give explanations and to explain
to the man, in case of necessity, norms of behaviour and any other aspect
of the internal schedule of the centre.
- Each instructor bears responsibility for performance of the program
on those aspects, which correspond to him,
organizing active participation of the rehabilitating people in its achievement.
- To follow the directions by workers who is responsible
for the program.
FIRST. The rights
Everyone being taken in the centre has the following rights
- By the right on service irrespective of his racial, ethnic and religious belonging
- By the right on respect for his person
- By the right on confidentiality and preservation of medical secret
- By the right on the information on the people being responsible for his stay at the centre
- By the right on the information on to whom he can address in case of occurrence of questions and complaints
- The right to be informed about rules of stay and schedule of day of the Centre
- By the right on the maximal intimacy within the limits of those opportunities, which exist at observance of regime norms of the Centre
- By the right on the complete information on methods of work and passing complaints
- By the right to know about all opportunities of service at the Centre
SECOND. Duties
- The individual should be informed on presence of duties
- Should as much as possible promote performance of a mode of the internal schedule of the Centre
- Should respect people working and living in the Centre
- Should observe norms of a hostel during residing at the Centre
- Should be ready to execute toxicological norms of the Centre
- Should inform the chiefs of the Centre on presence at him claims of the Law
becouse of using drugs
- During the first 15 days the rehabilitating man cannot leave the centre and talk
on the phone. It is authorized to support correspondence since the first day
of stay at the centre.
- The information concerning a condition of the rehabilitating man is given
to the relatives at their request through the responsible workers or instructors of a house, in which there is a rehabilitating man.
- After the first 15 days of stay the contact to the relatives once per two weeks is allowed.
- After the six months visiting the close relatives in days off is possible.
Responsible people define time of visiting and in case of necessity
forbid or transfer time of visitings.
- After the first 15 days it is authorized to leave the centre
but always in support of the responsible person of the centre and
in the event that the personnel will consider it useful.
- In case of a presence at the Centre one of the spouses, the visiting,
but is authorized to the other spouse always with the consent of the
instructors and always in the stipulated time. The matrimonial
attitudes are not supposed if there isn't an official registration
of a marriage.
- The sanctions are not permitted visiting the centre without
reception preliminary on that.
- To observe the common schedule of day concerning all kinds of activity.
- Daily to support tidy appearance and to observe rules of personal hygiene
and also to watch the order in inhabited rooms and personal things.
- Validly to concern to the environmental people and their personal things
whether it be rehabilitating people or personnel of the centre.
- If the responsible workers will consider it expedient the personal
things of the rehabilitating man can be searched.
- Use of rough and obscene words and expressions is not supposed at all.
- Moving in the other centre will be made if the chiefs
consider it expedient and at the consent of the rehabilitating man
- The exception of the Centre is made in case of disagreement
of the rehabilitating man to execute the internal schedule and routines of the centre.
For exception the consent and uniform point of view of the several
responsible workers of the Centre is necessary.
