Considering the purpose, for which the association was created, the centre was named "RETO" (from the Spanish phrase "REhabilitacion de TOxicomanos" — Rehabilitation of Drug Dependents). Taking into account the desire of the founder, the association is established as a charitable and socially useful organization, as is reflected in its charter. The association does not pursue any financial gain.

The association submits to the appropriate Spanish legislation fixed in the law 191/64 from 12/21/1964, the Constitution and other applicable legislative norms. It is registered in the Registry of the Associations of the Ministry of Internal Affairs, Department of the Interior for Political Affairs under registration number 63.594 from the 4th of March, 1988. The tax code of the association is G-39.050.984.

On January 27, l995, the association was officially recognized as a socially beneficial organization by the ministerial council in session.

1. The beginning of the association

The association was established at the end of May, 1985, in Cantabria; the certificate concerning its establishment was signed on December 2, 1985. In the heart of the founder, who professed Christian principles, was a profound desire to help drug addicts. Not having the facilities in his home to accept more than three men suffering from narcotic dependence, he decided to rent a locale for a rehabilitation centre for addicts. Now this place is known as "RETO one". It is located in Liencres, a suburb of the city of Santander, in the north of Spain. In due time, the rehabilitation centre extended, because there was a high percentage of recovery and the number of people wishing to be taken into the centre continually increased. Other houses were opened, for women as well as men, in other provinces of Spain and even in other countries.

The association is composed basically of young people, who were former addicts. Now free from their drug problem, through their experience, voluntary commitment, and without personal advantage, they wanted to help others. They felt a humanitarian and Christian calling to attend to people dependent upon drugs. At the end of 1987 the Charter of the association was reconsidered its name was changed to "RETO a la Esperanza".

In each province of Spain, the centres function independently and work according to the legislative specifications of their own independent government. All the centres are connected to the headquarter centre in Cantabria and with the managing staff of the association. In all the provinces there are members — participants, which contribute a certain voluntary payment every month.

An important administrative goal of each therapeutic group is the achievement of complete self-support. The basic sources of income are:

  1. The processing of secondary urban firm wastes,
  2. The sale of products made or restored in industrial workshops: woodwork, tin works, painting of automobiles, repair of electro-household devices, restoration of antiques, repair of furniture, and the manufacturing of hand-made objects,
  3. The training for trades plays a very important role and is a component of the therapy of addicts.

  4. Annual donations on the part of the enterprises and cooperative societies, to go towards yearly benefits.
  5. Periodic donations of the members and participants
  6. Also food is received from various enterprises and organizations, such as the Spanish Red Cross, etc.

4. Official recognition of the association as a socially beneficial organization

On January 27, 1995, the association "RETO a la Esperanza" received approval on the part of the government of Spain, being proclaimed a socially beneficial organization by the ministerial council in session. This recognition of merit adds stimulus for the continuation of our work in the struggle against narcotics and the rehabilitation of addicts.

5. Award presentation by the government of Moscow for RETO activity in Russia

In Russia the rehabilitation centre began to function in Moscow Region, near Istra, at the end of 1997.

The government of Moscow officially noted the work of the centre "RETO Nadezhda" in Russia by presenting a prize-winning awards in city competitions.
